Shigeru Ishiba

Shigeru Ishiba is a Liberal Democratic Party member of the Japanese House of Representatives, representing Tottori Prefecture's 1st district since 1986. He has served in multiple senior cabinet roles across four decades, including Minister of Defense, Minister of Agriculture, Forestry and Fisheries, and Minister in Charge of Overcoming Population Decline and Vitalizing Local Economy in Japan. He has also served as Prime Minister of Japan.

Across his career he has been associated with security-policy discussion within the LDP. He has authored or co-authored multiple Japanese-language books on national security and defence policy.

He was named an adviser to the Parliamentary League for Unraveling Unidentified Anomalous Phenomena from a National Security Perspective at its inaugural meeting on 6 June 2024, before his appointment as Prime Minister later that year.

Ishiba's involvement with the Parliamentary League predates his tenure as Prime Minister. His role as adviser is procedural; League advisers do not vote on League proposals but participate in working-session briefings and provide institutional weight to the League's formal proposals.

During his tenure as Prime Minister, Ishiba did not publicly characterise the substance of the UAP question on the cabinet record. The 16 May 2025 League proposal to Defense Minister Gen Nakatani and the 30 March 2026 proposal for a coordinating government UAP office both passed through the executive branch during periods that overlapped with Ishiba's premiership and that of his successor. He is the most senior Japanese political figure on the public record as having been formally associated with the League at its formation.
