Legislative and governmental engagement with UAP extends well beyond the United States. This tracker covers verifiable parliamentary activity, official investigations, and legislative proposals by country.

European Parliament

Portuguese MEP Francisco Guerreiro has been the primary advocate for UAP transparency at the EU level. In January 2024, Guerreiro submitted parliamentary questions asking whether EU civil aviation regulation should be updated to encompass UAP reporting (E-000314/2024) and whether UAP reporting should be included in the new EU Space Law (E-000318/2024). The European Commission responded that UAPs fall under existing “Unknown Airborne Objects” categorization and that UAP reporting extends beyond the EU’s legal basis.

On March 11, 2024, Guerreiro submitted Motion for Resolution B9-0194/2024, proposing amendments to EU civil aviation regulation for consistent UAP reporting and analysis, including a harmonised EU database and member state information exchange.

The first European UAP Day was held at the European Parliament in Brussels on March 20, 2024, organized by Guerreiro in partnership with UAP Coalition Netherlands. Expert speakers included astrophysicist Beatriz Villarroel (Stockholm University). Additional parliamentary questions followed in 2025, addressing EU Space Law and flight safety implications (E-001572/2025, E-002266/2025).

Brazil

Brazil has one of the longest records of official government engagement with UAP. The Brazilian Air Force transferred over 20,000 pages of UAP documents to the National Archives in Brasilia following the country’s Freedom of Information Act (enacted May 2012).

On June 24, 2022, the Brazilian Senate held its first official government hearing on UFOs, organized by Senator Eduardo Girão with support from seven additional senators. Participants included Gary Heseltine (ICER) and retired U.S. Air Force Captain Robert Salas.

On September 16, 2025, the Chamber of Deputies held a public hearing on ufology and the Access to Information Law, organized by Representative Chico Alencar through the Commission for Participatory Legislation. Expert participants included Thiago Luiz Ticchetti (MUFON Brazil Director) and Vitório Pacaccini, an investigator of the 1996 Varginha case. The hearing addressed alleged concealment of UFO documents by the Brazilian Armed Forces.

United Kingdom

The UK Ministry of Defence ceased investigating UFO/UAP reports in 2009. Approximately 52,000 pages across 209 files have been released to The National Archives and are publicly accessible.

In the House of Lords on June 30, 2021, peers debated UAP, raising questions about UK airspace security and whether the UK should conduct an assessment similar to U.S. efforts.

On December 5, 2024, MP David Reed submitted Written Question UIN 18321 asking the Secretary of State for Defence about MOD policy on UAP reporting. The MOD maintained that over 50 years of sightings have not indicated any military threat to the UK.

France

France operates GEIPAN, a government UAP investigation unit within the national space agency CNES. The unit has operated since 1977 (originally as GEPAN, restructured as GEIPAN in 2005). Led by Frédéric Courtade since January 2024, GEIPAN is overseen by the COPEIPAN steering committee with representatives from the gendarmerie, police, air and space force, CNRS, and Météo France.

GEIPAN collects, analyzes, and publishes UAP sighting reports. Approximately 3% of investigated sightings remain unexplained after full analysis.

Australia

Australia initially denied, then admitted, participating in a May 2023 Five Eyes UAP briefing at the Pentagon. In 2024, the Department of Defence confirmed an Australian Defence attaché based in Washington had attended. Documents revealed Australia participated in Five Eyes “caucus working group” discussions on shared UAP awareness, detection, and mitigation, including exchange of materials classified as top secret.

The Royal Australian Air Force ceased active UFO/UAP monitoring in 1996. Greens Senator Peter Whish-Wilson has questioned Defence in Senate estimates about UAP briefings and Five Eyes cooperation.

Mexico

On November 13, 2024, the Mexican Chamber of Deputies held a hearing on UAP. Witnesses included UAP researcher Jaime Maussan, former U.S. Navy pilot Ryan Graves, and retired U.S. Air Force officer Robert Salas, along with experts from Japan and Brazil. The hearing addressed flight safety and national security implications.

Spain

The Spanish Ministry of Defence has published over 80 declassified UFO files comprising more than 1,000 pages, covering cases investigated between 1992 and 1999. The files are accessible through the Defence Ministry website.
