Nicholas D. Roesler edited the Wisconsin MUFON Journal beginning in January 2008, launching Volume 1 at a moment when MUFON International was undergoing significant reorganisation under Director James Carrion. The chapter had previously operated under State Director David Watson (profiled in the MUFON UFO Journal for his contributions), and the new publication signalled renewed energy. The first issue covered the Stephenville, Texas mass sighting of January 2008, which generated over 200 individual MUFON reports and captured mainstream media attention.

Wisconsin MUFON hosted field investigator training seminars in Black River Falls and brought high-profile speakers to the state. Jim Marrs lectured in Black River Falls in May 2008, and British ufologist Timothy Good was scheduled for an October appearance. The chapter's particular asset was Chuck Modlin, a MUFON STAR Team member who specialised in radiation detection and investigative procedures for cases involving potential radiation exposure. Modlin presented at the 39th MUFON International Symposium in San Jose (July 2008) on these protocols.

The Fifth Edition Field Manual
The July/August 2008 issue reported on the official rollout of the Fifth Edition MUFON Field Investigator's Manual at the San Jose symposium. Edited by Director of Investigations Chuck Reever, the new manual was "firmly rooted in standard forensic science" and more streamlined than its predecessor, spanning four distinct sections. Training sessions at the symposium featured Budd Hopkins, investigative reporter Leslie Kean, and Wisconsin's Modlin. Kean's participation was notable: her 2010 book "UFOs: Generals, Pilots, and Government Officials Go on the Record" would become one of the most influential UFO publications of the decade.

The chapter also secured new financial support, with Deb Atherton joining as a benefactor in 2008. The Journal carried book reviews (including coverage of Mexico's Roswell), upcoming events, and detailed symposium coverage that situated Wisconsin within the national MUFON network.
