Michael Shellenberger
Michael Shellenberger is the founder of Public, the independent investigative journalism platform he runs on Substack. He was named a Time Magazine Hero of the Environment in 2008 for his work on energy policy through the Breakthrough Institute, which he co-founded. He is the author of Apocalypse Never: Why Environmental Alarmism Hurts Us All (HarperCollins, 2020) and San Fransicko: Why Progressives Ruin Cities (HarperCollins, 2021), both New York Times bestsellers. In November 2024 he placed a written statement before the House Task Force on the Declassification of Federal Secrets concerning what he reported as the existence of an unacknowledged special access programme known as Immaculate Constellation. He testified at the 13 November 2024 hearing alongside David Grusch, Luis Elizondo and Tim Gallaudet.
A Life
Michael Shellenberger built his early career as a progressive energy and environmental policy analyst. He co-founded the Breakthrough Institute, an Oakland-based think tank focused on technology-driven solutions to environmental challenges, and was named a Time Magazine Hero of the Environment in 2008 for that work. His policy framing shifted across the 2010s toward a critique of mainstream environmentalism, articulated in Apocalypse Never: Why Environmental Alarmism Hurts Us All, published by HarperOne in 2020 and reaching the New York Times bestseller list.
His second book, San Fransicko: Why Progressives Ruin Cities, published in 2021, examined municipal homelessness and drug policy in San Francisco and other West Coast cities. The same year he ran for Governor of California as an independent candidate, finishing outside the top two in the June 2022 primary. Following the gubernatorial campaign he founded Public, the independent investigative journalism platform he runs on Substack, which has covered the Twitter Files documents, the COVID-19 origins debate, the AI safety conversation, and from 2024 the UAP question.
Shellenberger's entry into the UAP conversation followed his sustained work on what he has described as institutional capture across federal agencies. His reporting framework, developed across the Twitter Files and the COVID origins coverage, was applied to the post-2017 UAP disclosure cycle from early 2024. He worked with confidential sources who he has described publicly as former and current US intelligence community personnel. The first substantive output of that work was a written statement filed with the House Task Force on the Declassification of Federal Secrets in early November 2024.

The Shellenberger statement, dated 8 November 2024 and entered into the congressional record on 13 November, reported the existence of what he was told was an unacknowledged special access programme designated Immaculate Constellation. His reporting was drawn from a confidential source described as a former US intelligence official. According to the statement, the source had described a 12-page summary briefing document on the programme. Shellenberger did not place the underlying document itself in the public record. His framing was that of a journalist reporting what a source had told him, not first-hand testimony of the kind David Grusch, Luis Elizondo or Tim Gallaudet provided at the same hearing.
The Department of Defense response, through public statements by spokespersons including Pentagon press secretary Major General Patrick Ryder and through AARO communications, was to deny the existence of any programme matching the Immaculate Constellation description. The contradiction between the Shellenberger source account and the DoD denials remains unresolved in the public record. Shellenberger has continued to report on the question through Public and through subsequent congressional engagement.
On UAP
Shellenberger's framing of the UAP question is journalistic rather than experiential. He reports what current and former US intelligence community personnel have told him. He does not testify to his own first-hand observations of UAP in the manner of Ryan Graves or David Fravor, and he has been clear about that distinction in his published work and his sworn testimony.
His central public claim is that an unacknowledged special access programme exists for UAP material handling outside the standard congressional oversight system. The Immaculate Constellation programme he reported on in November 2024 sits in the same category as the broader allegations David Grusch and Luis Elizondo have placed in the public record, though with the distinction that Shellenberger's information is filed reporting rather than direct service experience. He has framed his role as the journalist providing the channel through which the source material reaches Congress.
The Department of Defense and AARO have denied the substance of the Immaculate Constellation reporting. AARO's published statements have characterised the report as inconsistent with the Department's records. The contradiction is unresolved in the public record and is documented in the AARO Historical Record Report Volume II, expected to be published following the November 2024 testimony.
