Colonel Karl E. Nell, retired US Army, is a former senior consultant to the Defense Intelligence Agency's AAWSAP programme (2008 to 2010) and the OUSD(I) AATIP successor programme. His post-uniformed career has been at Northrop Grumman in the aerospace and defence contractor community.

In June 2023 he co-signed David Grusch's pre-hearing public statement, including the assertion that the existence of a recovered non-human craft retrieval programme is, in Nell's framing, "an absolutely confirmed fact." He was on the announced witness list for the 26 July 2023 House Oversight Subcommittee UAP hearing but did not testify in the open session.
